1. Be a California resident (AB 540 Students do not qualify)
2. Be enrolled full time (12units)
3. Must qualify to receive a Board of Governor's Fee Waiver (BOGW) A or B
4. Be educationally disadvantaged:
   • Did not graduate from high school
   • Assessed in remedial course(s)
   • Graduated from high school with a G.P.A. below 2.5
