PARKING RULES AND REGULATIONS

PARKING PERMIT:  All vehicles/motorized cycles parked on the RHC grounds must have displayed a valid RHC parking permit at all times.  Parking stickers are obtained during registration or Cashier’s Office.  Daily $1.00 or free one hour temporary permits are obtained at the Information Booth on Level 2. Bills larger than $10.00 are not accepted at the Information Booth.

PERMIT PLACEMENT: Parking stickers must be displayed on the vehicle’s lower right/left back window.  If back window is tinted or has an electrical defroster, affix sticker to lower right/left side of windshield or hand on rear-view mirror with permit holders obtained at the RHC Bookstore. Motorcycle stickers must be placed, in plain view, on motorcycle’s front/rear fork or windshield.

MOTORCYCLE PARKING: Student motorcycles or motor vehicles must be parked in designated motorcycle parking areas located in Lots B, C, and 4.

INFORMATION BOOTH HOURS:  Booth hours:  Mon. - Thurs. 6:30 a.m. to 9:00 p.m. and Fri. - Sat. 6:30 a.m. to 3:00 p.m.  Parking permits are not required after booth hours.

VISITOR PARKING: Visitor parking is available in any student stall by permit only and  free 60 minute zone behind the Science Building. Student parking is prohibited at the 60 minute zone.  

FREE PARKING:  Free parking is available Saturdays and Sundays in student stalls only. 

TRAM HOURS/DAYS: Tram service is available from 7:00 a.m. to 10:30 p.m., Monday through Thursday, and 7:00 a.m. to 2:30 p.m. Fridays.  No Trams service Saturdays and Sundays.  For Tram inquiries, call (562) 908-3490.

STUDENT PARKING:  Student vehicle parking is permitted only in Lots 1, 2, 2B,3(north side), 4, 5 6, A, C, and Circle Drive. There is no student parking in staff, carpool, reserved, motorcycle, or disabled person stalls. Automobiles parked in designated motorcycle parking zones shall be cited.

NO STOPPING, STANDING, OR PARKING:  No person shall park, stop, or  leave standing, whether attended or unattended, a vehicle within an intersection, on a crosswalk, in front of public/private driveway, on any portion of a sidewalk, alongside curb space utilized for loading/unloading, in a tube/tunnel, in front or upon cut, lowered, or constructed curb to provide wheelchair, within 15 feet of a fire hydrant, Fire lane.

PROHIBITED PARKING:  No person shall park, stop, or leave standing any vehicle/motorized cycle in, but not limited to, North Drive adjacent to Bookstore and Administration Building, over a marked stall, no parking zone/curbs, unmarked pavement, unpaved areas, landscape area, front of walkway/doorway of a building, entrances/exits to parking lots, in a parking space occupied by a vehicle/motorized bike.

BLOCKING RAMPS PROHIBITED:  No vehicle shall be parked within three feet from a disabled person access ramp.

CAMPUS HOURS:  College campus hours are 4:30 a.m. to 12:00 a.m.   

PARKING STICKER (NON-RECEIPT):   If you have purchased a parking sticker and have not received it, immediately contact Admissions & Records at (562) 692-0921, ext. 3415.

DISABLED PERSON PARKING: The law prohibits any person from leaving parked or standing any vehicle in a stall designated for a disabled person (DP), to block, obstruct, or bar access to stall/spaces, to park/leave standing any vehicle, including vehicles displaying a DP placard/license plate, in lines making boundaries of DP stall or cross-hatch lines next to DP stall. 

A $25.00 processing fee shall be charged for the dismissal of a disabled person parking citation.

All disabled students parking on the grounds must display a valid and current student parking permit.  With the placard and student permit, a disabled person may park in any staff or disabled person parking stall, except in lot G. Disabled person drop-off/pick-up is located behind the Science Building.

PERMITS (MISPLACED):  If your parking permit was lost, you my purchase a new permit at the Cashier’s Office at full price or obtain a free temporary daily permit at the Information Booth by presenting proof parking has been paid.  Proof of payment must be in the form of a current RHC payment receipt or student I.D.card.  NOTE: I.D.s with a self-stick label indicating semester/year are not accepted.       

PARKING STICKER REFUND/WAIVER: Parking sticker refunds/debt waivers must be obtained at the Cashier or Admission’s office before the refund deadline date indicated in the class schedule and are honored for the current semester only. Refund/waiver are not honored after the deadline date. 

INVALID PERMITS:  Invalid permits are permits that have expired, altered  or duplicated in any manner, not visibly displayed, or illegible. 

STICKER REPLACEMENT: If you have affixed your parking sticker to a vehicle you are no longer using, scrape sticker and present entire pieces  to the Cashier’s office with proof parking has been paid for a replacement.

PARKING CITATIONS:   For a period of 21 calendar days from the issuance date of a Notice of Parking Violation or 14 calendar days from the mailing of the Parking Violation Reminder Notice, you may request an initial review of your citation by mailing a written appeal to RHCC P.O Box 2081, Tustin, CA 92781.  A response to your appeal will be mailed within 15 calendar days from the date your appeal is received by Parking Services.  Late appeals are not accepted!!

PARKING ENFORCEMENT: By the authority given under Section 21113 of the California Vehicle Code, Rio Hondo College District has adopted these parking rules/regulations to facilitate the flow of traffic and parking and to provide for the safety of all individuals utilizing the RHC grounds.  These rules/regulations shall be enforced 24-hours a day, seven days a week. The Whittier Municipal Court has jurisdiction over all citations issued on the college grounds.  Any person operating a vehicle on the RHC campus shall abide all rules/regulations and California Vehicle Codes.

All person operating a vehicle on the RHC grounds shall obeying all posted traffic signs, signals, traffic controls and the directions of the RHC campus security.

 

Citations not paid are subject to legal penalties and DMV registration hold.

Five or more unpaid parking citations shall result in the impoundment of vehicle at vehicle owner’s expense. Persons using the parking facility do so at their own risk. The college assumes no responsibility for any loss and/or damage to any vehicle or contents.

 

No person shall abandon, or leave standing, any vehicle or motorized cycle for 72 or more consecutive hours without the permission of the RHC Parking or Facilities Services staff. Vehicle is subject to towing for noncompliance.

 

All vehicles utilizing the RHC parking facility must have displayed a valid license plate or VIN number. Attempts to cover license plate or VIN number to prevent citing while in violation of any of the college’s parking rules and regulations or California Vehicle Code shall result in the towing of the vehicle at owner’s expense.

 

Overnight parking is permissible only with prior approval by the Parking or Facilities staff.  Unauthorized overnight vehicle parking is subject to towing at vehicle owner’s expense. For overnight parking authorization, contact Parking Services at (562) 908-3497/4116, 8 a.m. to 4:30 p.m., Mon. - Fri, or Security at (562) 908-3490 after hours.

 

Any person or vehicle possessing a duplicate, counterfeit, altered, defaced, or utilizing a student or staff sticker not intended for him/her shall be cited and subject to disciplinary action.
