Río Hondo College Trustees Advocate for Students and College Priorities at State Legislative Conference

(Whittier, Calif.) — Río Hondo College’s elected Board of Trustees attended the Community College League of California’s Legislative Conference on Jan. 25–26, advocating on behalf of the College, its students and the communities it serves through legislative briefings and meetings with state lawmakers.

Representing the College at the conference were Board President Rosaelva Lomeli, Board Members Anais Media Diaz and Oscar Valladares, Student Trustee Carlo Flores-Olson, and Dr. Russell Castañeda-Calleros, director of Government and Community Relations.

Trustees participated in conference sessions focused on statewide policy and fiscal issues impacting California’s community colleges, including the governor’s proposed 2026 state budget, the potential effects of uncertainty surrounding the federal budget and key legislative issues expected to be considered during the upcoming legislative cycle.

In addition to attending the conference, the Board of Trustees participated in legislative meetings to advance the College’s priorities and strengthen relationships with state representatives. The purpose of the meetings was threefold:

  1. to share the College’s 2026 state legislative priorities, including closing statewide equity gaps by addressing basic needs; creating pathways for degree completion, transfer and career readiness; and identifying priorities for the 2026–27 budget;
  2. to learn how the College can support legislative priorities; and
  3. to request financial support for specific college needs.

The Board of Trustees met with the offices of Senators Bob Archuleta, Susan Rubio and Tom Umberg, as well as Assemblymembers Lisa Calderon, Blanca Pacheco and Mike Fong, chair of the Assembly Higher Education Committee.

“Being at the Legislative Conference was a priority,” said Board President Rosaelva Lomeli. “We were there to advocate for our students and to ensure they have access to the resources and support they need to succeed during these challenging times. As trustees, it is our responsibility to elevate student needs and help shape policies that create opportunity for all.”

Student Trustee Carlo Flores-Olson also received a notable honor during the trip. At the invitation of Assemblymember Lisa Calderon, Flores Olson served as her special guest on the Assembly Floor during session.

Superintendent/President Teresa Dreyfuss said the conference and legislative meetings reinforced the importance of elevating student voices and advocating for policies that strengthen community colleges.

“Our Board of Trustees play a vital role in ensuring Río Hondo College has a strong voice at the State Capitol,” Superintendent/President Dreyfuss said. “Their advocacy supports policies and investments that expand opportunity, advance equity and help our students succeed, while reinforcing the essential role community colleges play in California’s future.”

Dear Río Hondo College Community,
