The April 9, 2026, Special Board Meeting of the Board of Trustees of the Río Hondo Community College District (District) will be held in-person. The District returned to fully in-person meetings following the end of Governor Newsom’s COVID-19 State of Emergency, which was lifted as of March 1, 2023. Without a declared State of Emergency, the District cannot hold remote meetings under AB 361.

PUBLIC PARTICIPATION
Members of the public may address the Board of Trustees regarding items on the agenda by completing the form provided by the District and submitting it to the Secretary of the Board prior to the agenda item being discussed. The President of the Board shall determine whether to allow the public to speak on the item before or during the Board’s consideration of the item.
The public shall be given the opportunity to address the Board on any item on the agenda within the subject matter/jurisdiction of the Board. Such remarks shall be made during Open Communication for Public Comment. Presentation by a member of the public on matters relating to an agenda item or during Open Communication for Public Comment shall be limited to three (3) minutes. Thirty minutes shall be the maximum time allotment for public speakers on any one subject regardless of the number of speakers at any one board meeting as prescribed in Board Policy 2345.
Additionally, under the Brown Act, the Board cannot discuss or take action on items not listed on the agenda. Matters brought before the Board that are not on the agenda may, at the Board’s discretion, be referred to staff or placed on the next agenda.
