The Río Hondo Community College District (RHCCD) Board of Trustees are pleased to announce that, after a nationwide search, three finalists are moving forward in the Superintendent/President search process. The public forums will take place the week of April 6, 2026, in the Board Room (503 A & B — 5th Floor, L-Tower).
Included below are the candidates’ biographies, time of presentation, a link to the live stream/video and feedback form. Community members are encouraged to attend and share their input.
Don Moya-Miller, Ph.D.
Dr. Don Moya-Miller has proudly served the Río Hondo College (RHC) Roadrunner community since June 2021. During that time, he also served as President of the California Community Colleges Chief Instructional Officers (CCCCIO). In his roles at RHC, he has overseen the work of the academic divisions of the College, provided support to Grants Office (2021–24), Institutional Effectiveness, Instructional Operations, Distance Education, and serves as co-chair of various campus shared governance committees.
Jeffrey Archibald, Ed.D.
Dr. Jeffrey Archibald is a passionate and student-focused educational leader with 28 years of experience in higher education, including 26 in the California Community Colleges system. Since 2021, Jeff has served as the Vice President for Academic Affairs and Workforce Development at West Los Angeles College, leading the college through post-pandemic enrollment recovery, supporting two successful baccalaureate degrees, and launching the “Climate Across the Curriculum” initiative in collaboration with WLAC’s California Center for Climate Change Education.
Laura Ramirez, Ed.D.
Dr. Laura Ramirez currently serves as the Assistant Superintendent and Vice President of Instruction at Pasadena City College. She earned her Doctorate in Education with an emphasis in Community College Leadership and holds a Master of Science in Chemistry from California State University, Fullerton, along with a Bachelor of Science in Chemistry from UCLA. A proud community college alumna of East Los Angeles College, Laura’s educational journey began close to home.
Don Moya-Miller, Ph.D.
Vice President of Academic Affairs, Río Hondo College
Dr. Don Moya-Miller has proudly served the Río Hondo College (RHC) Roadrunner community since June 2021. During that time, he also served as President of the California Community Colleges Chief Instructional Officers (CCCCIO). In his roles at RHC, he has overseen the work of the academic divisions of the College, provided support to the Grants Office (2021–24), Institutional Effectiveness, Instructional Operations, and Distance Education, and serves as co-chair of various campus shared governance committees. He is responsible for the Strategic Enrollment Management Taskforce and its Recruitment, Retention, and Scheduling subcommittees. His professional focus and personal goals are to support all students and college employees in finding success in their studies, their work, and in their personal lives as they are supported by campus leadership, constituency groups, and the community.
Prior to serving at RHC, Dr. Moya-Miller was Vice President of Instruction at College of Alameda (COA) and served as Interim President of the College during summer/fall 2020. In his leadership roles at COA, Dr. Moya-Miller focused on student and employee equity, success, and professional development, strategic planning, enrollment management, curriculum development, shared governance, and accreditation processes. He was also the campus administrator responsible for the construction of a new classroom building and career technical education facilities. He also served previously as Interim Vice President of Academic Services and as Dean of Arts, Letters, and Social Sciences and Learning Communities at Las Positas College.
Prior to joining the California Community College system full-time in July 2014, Dr. Moya-Miller spent 8.5 years as chair of large multicultural, multilingual departments of modern and classical languages at private and public universities, including CSU, Chico and the University of St. Thomas. He spent over two decades as a faculty member in Spanish programs, and his publications and professional presentations have focused on gender identity and sexuality of marginalized voices in the Spanish-speaking U.S., Latin America, Spain, and Equatorial Guinea. Dr. Moya-Miller is a proud child of first-generation college students and comes from a family of classified professionals, scientists, veterans, mechanics, and educators.
Jeffrey Archibald, Ed.D.
Vice President for Academic Affairs and Workforce Development, West Los Angeles College
Dr. Jeffrey Archibald is a passionate and student-focused educational leader with 28 years of experience in higher education, including 26 in the California Community Colleges system. Dr. Archibald’s commitment to building campuswide collaboration and culture to support student success and equity extends throughout his career, including as the Dean of Social Sciences at Pasadena City College and 17 years as full-time faculty in Communication Studies at Mt. San Antonio College. While at Mt. SAC, Jeff coached the forensics (speech and debate) team for 12 years, winning six community college national championships and two top-10 placements at the four-year national competition. Jeff also served in various faculty leadership positions including department chair, Academic Senate president, Guided Pathways faculty lead, and co-founder of the first community college LGBTQ+ student center in Southern California.
Dr. Archibald earned an Ed.D. in Educational Leadership and Management from Drexel University, where his dissertation research focused on the impact of institutional culture and governance on change initiatives. Jeff also holds a Master’s Degree in Communication Studies from Illinois State University and a Bachelor’s Degree in Government from Cornell University. Jeff served for 17 years in the United States Marine Corps Reserves and is rebuilding a home with husband Kevin and son Connor in Altadena.
Laura Ramirez, Ed.D.
Assistant Superintendent/Vice President of Instruction, Pasadena City College
Dr. Laura Ramirez currently serves as the Assistant Superintendent and Vice President of Instruction at Pasadena City College. She earned her Doctorate in Education with an emphasis in Community College Leadership and holds a Master of Science in Chemistry from California State University, Fullerton, along with a Bachelor of Science in Chemistry from UCLA.
A proud community college alumna of East Los Angeles College, Laura’s educational journey began close to home, where she completed her associate in science degree in mathematics. Growing up in East Los Angeles, she developed a deep appreciation for the transformative power of community colleges—a passion that continues to drive her work today.
Before joining the community college system, Laura taught and later became Department Chair at Don Bosco Technical Institute in the San Gabriel Valley. Her community college career began as a chemistry instructor at ELAC and has since evolved through a series of leadership roles, including Dean of Instruction, Dean of Career and Technical Education, Vice President of Workforce Education and Economic Development, and Vice President of Instruction at ELAC. Thereafter, she transitioned to Río Hondo College (RHC) to serve as Assistant Superintendent, Vice President of Instruction. At RHC, she led efforts in support of Guided Pathways and developing success teams to advance student success.
Throughout her career, Laura has been dedicated to creating programs that open doors for students—helping them transfer to four-year universities, succeed in STEM, and enter meaningful careers.
